The FlexLondon Challenge
Imagine an urban marketplace of flexible low carbon energy, available when you need it, that saves you money and reduces the city’s carbon emissions. The FlexLondon Challenge is helping to make that happen.
We are looking for likeminded companies and organisations who are interested in taking an active role in London’s first flexibility community.
Flexibility is about choosing when and where we use energy, particularly electricity, to allow the entire energy system to be more cost effective for all.
London has up to 1 GW of flexibility, meaning that we can shift when our retail sites, homes, offices, schools or hospitals consume energy. If unlocked successfully across London, ‘energy flexibility’ will help cut energy bills and create new sources of income by making better use of the national and city energy networks and infrastructure. It will also help London to generate more clean renewable energy and help to manage additional demand on the grid created by the move to electric vehicles and the electrification of heat.
The FlexLondon Challenge aims to get organisations switched on to smart low carbon energy flexibility. It will match and introduce flexibly-minded energy users with companies that offer flexibility solutions.
Supported by the Mayor of London, the FlexLondon Challenge is part of his £34m Energy for Londoners programme which aims to make London’s homes warm, healthy and affordable, its workplaces more energy efficient, and to supply the capital with more local clean energy.
Why do we need flexibility?
Electricity has always been produced in real time to meet users demands, but this is changing.
The amount of electricity produced by renewable sources is dependent on wind and sunlight so, if we can use or store renewable energy when it is abundant, we can reduce the total amount of generation needed. This would help keep the amount of energy produced by high carbon sources such as fossil fuels on standby.

We are seeking energy users in London - homes, businesses, campuses, commercial, industrial and public sector sites can all participate.
If you are a solutions provider that can unlock flexibility, we want to hear from you. FlexLondon matches your solutions to sites.
We are seeking expressions of interest to join at this stage. We will be in touch if your site or solution qualifies for the next phase. This is an inclusive program that considers how we involve all communities and ensures that we all share in the benefits.
We want to ensure the longevity of flexibility in London by identifying both the opportunities and hurdles to establishing a dynamic energy flexibility marketplace in London. This means moving beyond flexible energy trials and building the commercial case for innovative, viable projects in the real world.
FlexLondon has tWO key phases
Phase 1: Identify and engage with sites for potential flexibility in London - energy users
Identify and engage the community of innovative providers of technical and commercial flexibility solutions to find new business models for unlocking flexibility - solution providers
Phase 2: Run an acceleration process to build a flexibility marketplace in London, by matching sites identified as being suitable in phase 1, with solutions, creating visibility and opportunities to better realise both the local and system-level benefits that flexibility can provide.
By creating an environment where we can grow a diverse range of flexibility solutions, building a community of innovators, identifying funding mechanisms and policy or market barriers, we can better understand how to shorten the time it takes to commercialise flexible energy services in London, contributing to a smart, zero carbon city well ahead of 2050.
